In 2005, the Plan Committee and the International Association of Fish and Wildlife Agencies' Adaptive Harvest Management (AHM) Task Force convened a Joint Task Group of scientists and managers to reconcile NAWMP's population objectives with adaptive harvest management. The Task Group's 2007 report proposed a "shoulder strategy" for linking harvest policy and habitat goals, using yield curves to align sustainable harvest levels with Plan population objectives.
The report's six recommendations, including closer coordination between the Plan's Science Support Team and the AHM Working Group and the formation of a new Human Dimensions Working Group, helped shape the framework and priorities carried into the 2009 Plan Update.
