The North American Waterfowl Management Plan Continental Progress Assessment Final Report represents the first comprehensive continental biological evaluation of the Plan's 20-year history since its inception in 1986. Commissioned by the Plan Committee in 2005, this assessment was led by an international Assessment Steering Committee (ASC) comprising experts from Canada, the United States, and Mexico. Through extensive interviews and analysis, the ASC highlights the Plan Community's active efforts in conserving millions of acres of critical habitats for breeding, wintering, and migrating waterfowl, while acknowledging that significant work remains to achieve continental population goals amid ongoing challenges.

This report synthesizes findings from across the continent, offering key recommendations to strengthen adaptive management, enhance monitoring and evaluation, and foster broader partnerships. It underscores the dedication of Plan partners and urges the Plan Committee to act promptly to advance toward resilient waterfowl populations.
